Legislative Update - June 18, 2021
Gubernatorial Actions on Truly Agreed Legislation
On May 25, 2021, the General Assembly presented all remaining Truly Agreed legislation to Governor Parson for consideration and action. To date, Governor Parson has signed ten pieces of legislation: three Senate bills, four House bills, two House appropriations bills, and one Senate concurrent resolution. A complete list of these bills, including outlines of the affected statutory section is set out below. The deadlines for gubernatorial action will be June 30, for appropriations bills, and July 14, for regular legislation.
Extraordinary Session(s)
The First Regular Session of the 101st General Assembly adjourned sine die at midnight on May 30, 2021, pursuant to the constitution. The legislature will reconvene on September 15, 2021, to reconsider any bills vetoed by the governor. However, the governor is quite likely to issue proclamations reconvening the legislature for one or more extraordinary sessions, to consider specific matters. The first may occur as early as next week and would center on the legislative reauthorization of the provider taxes that make up the state’s federal reimbursement allowance (FRA) program and provide funding for MO HealthNet. In addition to the FRA, legislators have publicly made requests to the governor for consideration of a growing list of other items:
Unemployment insurance overpayment forgiveness
Restrictions or limitations on public school curricula relating to critical race theory or the 1619 Project
Changes to state elections and initiative petition laws, including voter identification requirements
Public safety and police department funding in St. Louis and Kansas City
COVID exposure liability shields
Extension of Missouri Agricultural and Small Business Development Authority (MASBDA) tax credit programs
Eminent domain
Anhydrous ammonia regulations
Pilot program for use of SNAP benefits at local farmers markets
Biodiesel tax credit
Ordinarily, the General Assembly would have completed its decennial redrawing of Missouri’s congressional boundaries during this year’s regular session. However, the late release of apportionment counts and federal census data has altered the usual timeline. The U.S. Census Bureau will deliver the necessary Public Law 94-171 redistricting data to all states by September 30, 2021. The six-month delay will require the governor to call an extra session for the legislature to complete this task in a timely fashion, prior to candidate filing for the 2022 elections.
