St. Louis
Armstrong Teasdale announces the addition of Corporate Services Associate Joseph W. O’Connell Jr. to the firm’s St. Louis office. Helping clients navigate the evolving regulatory environment relating to import and export controls, he advises on matters relating to foreign direct investment, trade remedies, cross-border transactions, export controls and sanctions, and global compliance.
With a background in export controls and sanctions, O’Connell is experienced in performing jurisdiction and classification analysis for companies, providing counsel on Export Administration Regulations (EAR) and International Traffic in Arms (ITAR) regulations and violations, advising entities operating in the emerging technologies space (e.g., semiconductor and artificial intelligence (AI) matters), conducting technology control and export authorization analysis, and performing transaction testing and export license review, among other matters. Joe routinely assists in the development of sanctions screening efforts, both from an international investment and third-party due diligence perspective, Technology Control Plan (TCP) revisions, and the creation of export policies and procedures.
Prior to joining Armstrong Teasdale, Joseph was an associate at PricewaterhouseCoopers (PwC). Joe was a member of PwC’s Export Controls and Sanctions Team and regularly assisted the Government Awards and Customs & International Trade Teams.
