Governor completes actions on 2022 legislation, announces future extra session


The 2022 regular legislative process (with the exception of a September veto session) was concluded two weeks before the constitutional deadline.  The General Assembly finished floor consideration of bills on Friday, May 13, 2022, having Truly Agreed To and Finally Passed sixty bills (including nineteen appropriations bills).  Driven in part by the need to enact the congressional redistricting bill quickly, the bills were engrossed, enrolled, signed by the presiding officers, and presented to Governor Parson by May 18, 2022 (two weeks earlier than normal).  The governor signed the appropriations bills by the deadline of June 30, 2022, but also took action on all the regular bills by July 1, 2022, well before his deadline of July 14, 2022.  The governor vetoed four regular bills (three House bills and one Senate bill) and eight appropriations bills (in part).  In vetoing HB 2090 (relating to the payment of funds from the state treasury) and HB 1720 (relating to agricultural economic opportunities), Governor Parson also announced his plans to convene an extra session of the General Assembly in the future to consider changes to state tax law and to extend the statutory expiration date for certain agricultural tax credits.   

Below is a list of all of the enacted (or vetoed) legislation, with outlines of the sections included in each bill.  The bill numbers are hyperlinked and lead to the final approved text of the Truly Agreed To and Finally Passed bill.  Unless otherwise provided in the bill itself (through an emergency clause or a delayed effective date), the provisions of any enacted legislation will take effect on August 28, 2022.  The General Assembly will reconvene on September 14, 2022, to reconsider those bills which have been vetoed.  The effective date of any bills passed over the governor’s veto may be October 14, 2022 (unless the bill provides otherwise or veto session lasts more than a single day).
