Governor signs numerous bills, acts on FY 2023 state operating budget

This final week of June included a great deal of legislative action, as Governor Parson signed thirty bills.  Pursuant to the constitution, the governor has forty-five days from the adjournment of the General Assembly to act on those regular bills presented to him.  The governor appears ready to conclude this duty well before the deadline of Thursday, July 14, 2022. 

On Monday, June 27, 2022, Governor Parson signed Senate Bill 678, relating to the Kansas City Board of Police.  On Wednesday, June 29, 2022, the governor signed another five bills, including House Bill 1878, relating to elections.  On Thursday, Governor Parson took action on an additional seven bills, including SB 886, a Bar-initiated legislative proposal relating to trusts.  On Thursday, Governor Parson also signed the bills making up the Fiscal Year 2023 state operating budget, issuing thirty-two line-item vetoes totaling nearly $644 million.  On Friday, July 1, 2022, Governor Parson signed eight bills and is scheduled to hold a press conference at 2:00 p.m. to discuss his actions on the remaining legislation from the 2022 Regular Session.

Below is a list of the recently enacted legislation from this week, as well as a list of those bills still awaiting action by the governor (as of 6/30/2022).  Each bill number is hyperlinked and leads to the final approved text of the Truly Agreed To and Finally Passed bill.  Unless otherwise provided in the bill itself (through an emergency clause or a delayed effective date), the provisions of any enacted legislation will take effect on August 28, 2022.  Summaries of the provisions of these bills will be available in next week’s Legislative Update, along with a report on the actions taken on Friday afternoon.
